This is a central place to upload attachments that you might want to use in various places in the repository. You can refer to them like this from anywhere: 

[[%PUBURL%/%USERSWEB%/FilesPlace/All_Life_is_Open.mp3][All_Life_is_Open.mp3]]

If an image or attachment is only going to be used on one page, it's simpler and better to upload the attachment on the respective page.
